There has always been a gap between the people and communities who can make effective use of information technology and those who cannot. Now, more than ever, unequal adoption of technology excludes many from reaping the fruits of the economy. We use the term "digital divide" to refer to this gap between those who can effectively use new information and communication tools, such as the Internet, and those who cannot. While a consensus does not exist on the extent of the divide (and whether the divide is growing or narrowing), researchers are nearly unanimous in acknowledging that some sort of divide exists at this point in time.

Take Stock in Children is a comprehensive program that helps low-income children succeed by providing college and vocational scholarships, volunteer mentors, student advocates/case managers, tutoring, early intervention and long-term support, high standards, parental involvement, and community support. Take Stock in Children has high performance standards-students must earn their scholarship. Each child signs a contract agreeing to maintain good grades, to remain drug and crime free, and to meet with his/her mentor regularly in order to receive the scholarship.

The Partnership undertakes research and policy analysis, publishes reports and multi-media materials, and forges new alliances among parents, policy-makers and the private sector to achieve tangible gains for children. The Partnership focuses particular attention on identifying new trends and emerging issues that will affect large numbers of America's children and on providing early analysis and strategies for action.
